One of the many legal runs that you can do on the island of Altis is rock mining.
The cement run consists of collecting rocks, processing it into cement, and selling the finished product to the cement trader. Being a legal run, this run will not get you into any trouble with the Altis police and If you are in possession of a Worker's Protection License then you have a 15% bonus on selling and faster processing. This license can be purchased at any gun store.
Rocks can found in a quarry south of Pygros where an excavation project is underway, exposing profitable rock slabs that can be used in the creation of cement bags. and can be processed into and sold as cement and is one of the first recommended runs for newer players as its payout is viable enough for small to medium scale operations that can be increased with possession of a Worker's Protection License.

Before you begin, it is a good idea to check the market value of cement using the market tab on your “Y” menu to make sure nobody has sold cement recently to maximize your profits. It is also recommended to stop by the DMV and purchase a “cement processing license” as it is a prerequisite for processing the rocks into cement for sale. It is also necessary to take a pickaxe, which can be purchased at any market or gas station, as well as 3 items of food and water to sustain yourself for the duration of the run. You will begin this run by going to the truck shop just outside of town and to the east of Pygros. From there you will head back towards Pygros and head directly south towards an excavated hillside that is the rock quarry. Once there, you will harvest rocks with your windows key until your virtual inventory is full. There is a bonus for processing that will incrementally give you faster progress as you process more rocks if you possess a Worker’s Protection License which will make processing a lot quicker.

Fortunately, the processor is also located away from most high-traffic areas and roadways as it is in a more rural area of Altis. That is not to say that it is completely isolated, however, as the Diamond Mine lies close to the south and the building lies in a field between two hotspots for Heroin so there is a potential to encounter drug-trafficking rebels moving contraband between the two areas. It is best to park your vehicle inside of the processor and next to the large metal tank that will be used to mix the Cement you will be selling.
Head to the rock processor to the north-east of Pyrgos. It is best to park your vehicle inside the processor building. To start you can process up to 25 meters away from the NPC:

After you have processed everything you will depart North towards the town of Rodopoli. Park close to the building that houses the trader as you will be very vulnerable while selling and, if killed, will drop all cash obtained on the ground for other players to take. When interacting with the trader you may also double click the cement bags in your inventory to select the total amount that you are carrying for faster selling. Once you have traded all of your cement for cash quickly travel to the west to sell at the ATM that lies near the center of town.
