Public Service Announcements

These are PSA regarding the server.

Pressing issues (APD)

Good evening to all,

It's come to the attention of the Senior APD that some glaring issues are present and some changes are surely in order. I'm going to list them out below, as they do apply to all officers and their conduct while playing cop.

Inappropriate Cop Names:

Cop names such as "Drink Cement Retard" or anything involving hot topic issues that are considered political or socially provocative are no longer to be used while playing cop. These names were never allowed, but in seeing that we need to have some decency on the APD, this is a change that must be adhered to. Remember that the expectation is that you are professional to a certain extent and naming is a primary instance of such.

APD Dispatches:

Please remember to respond to as many APD Dispatches as possible as we've seen a lack of effort in responding to them. Plenty of new players send dispatches to the APD when they are in need of help since they do not know where else to turn for help. New players help the server grow and keep the servers populated, so we need to do our part in fostering growth within the community. Even if the player says they are getting RDM'd or that they do not know how to do a run, you are in a great opportunity to help a new player and show that the APD are more than just people who check red zones. Also noted, if a civilian asks you to help protect their run, you may. However, you cannot request or forcibly ask for compensation for doing such. The objective is to help the civilian population by being the helper.

Roleplay Encounters:

As APD officers, you are expected to roleplay every situation that you come into. Whether that be processing a suspect or just talking to a civilian in Kavala Square about a self defense charge they have. We're asking for some leniency and to use common sense when processing suspects who are roleplaying out their charges or are newer to the server or are down on their luck with money, etc. Just because you have the ability to seize someone's truck after seizing their heroin run, doesn't mean that you need to. As an APD officer, you hold discretion over what happens, so long as you are highest ranking member at the situation. The same idea comes with seizing weapons or reducing tickets, use common sense based off of the information you've gained from the situation at hand. Obviously I'm not saying to let someone go with a $3 million bounty or running around with stolen cop gear, but be mindful of your ability to impact someone's playing experience and to have fun!

FTO's and Locking Federal Event Channels:

This one is for the FTO's, but everyone is more than welcome to read in. As FTO's, you have the ability to lock Federal Event channels as you see fit when you're the highest ranking member online. There have been some concerns with channels not being locked when the APD is at a clear advantage. Remember, that the Senior APD has entrusted FTO's to improve balance on the server via this change. We encourage FTO's to think first with balance, and then about winning. The position of FTO, is thought of as a stepping stone to Sergeant(albeit, not a necessary one). So please, make use of the ability to lock Federal Event channels as you see fit. Obvious abuse to sway the numbers is just as bad as letting the channel become so full, that civilians stand no chance. Use common sense to personally, directly affect the balance of the server in the best possible way.

We are bringing back the former "Project 83"

In an effort to be more transparent with the @APD Member, we are starting the APD Feedback System up again. This is a medium that will allow you to get informational feedback on how you can improve as a an APD Officer. At the end of the day this system is meant to help people understand what they need to do, to be promoted. Obviously this does not mean you will be guaranteed a promotion, but it will help the @Senior APD Member show that you are interested in progressing.

Returning to Situations and Requested Lethals (APD)

Hello all,


It has come to our attention that once again, some things need to be clarified.


Returning to Situations:

When returning to any situation outside of the wide variety of Federal Events(Federal Reserve, Altis Penitentiary, Blackwater Weapons Factory, or the Evidence Lockup) and the APD Escort Event(must return with lights on to the event). You must be returning either Code 3(lights and sirens) or verbally initiating. When doing so, you must announce yourself as APD anytime you are verbally engaging. Code 3 must be turned on in a reasonable distance when returning to the situation, meaning you can't tap Code 3 the second you are about to jump out of the vehicle.


Asking Civilians About Being Lethaled:

If a civilian gives consent to do something to them or their property (search, detain, lethal, etc.) officers are allowed to do so.

It has came to SAPD’s attention that some Corporal’s are approaching random civilian’s and asking them if they want a lethal. Corporals are not to advertise lethals to civilians in the future unless there is some form of RolePlay involved, approaching a random civilian and saying “do you want a lethal?” is not a form of RolePlay.

An example of a form of RolePlay would be a civilian with a bounty turning themselves into the APD to be sent to jail. The civilian does not want to RolePlay or pay their ticket and instead just wants to be sent to jail so they can be released and no longer have a bounty. A Corporal would be able to before the civilian is in restraints offer “to let God judge them for their crimes as they’ve committed so many and taken so many lives”, or something of the sort and ask the civilian if they would like a lethal. Explaining to a civilian what a lethal does is fine as not all civilians are going to be aware that a lethal will wipe their bounty but ensure you are RolePlaying the scenario all while.


Continual offenses of asking civilians about lethals will result in disciplinary action.

Vehicle PIT (APD)

We've noticed an increased amount of failed PIT attempts recently that have resulted in the discipline of many officers. This post is to serve as a PSA on what NOT to do when attempting a PIT.

DO NOT: Drive directly into the vehicle at full speed, the vehicle WILL explode. Hit the vehicle from behind, the vehicle WILL explode. Drive into the side of the vehicle, the vehicle WILL explode. Brake-check in front of the moving vehicle, the vehicle WILL explode. Things you can do: Slightly slow down when in front of the vehicle causing it to lose control. At the end of the day, if the vehicle explodes on your PIT attempt, you are at fault. Provide compensation after agreeing on a fair price with the civilian. You can do as such in game negotiating or via the Support Channel in TS.

New Vehicle Textures (APD)

When applying any of the new vehicle textures to your APD vehicles they must have clearly visible APD markings and be identifiable as an APD vehicle, if they do not they are considered undercover vehicles.

All gold and chrome vehicle skins are usable by Deputy, Patrol Officer and Corporal as marked APD vehicles apart from:

Federal Events (APD)

It has come to our attention that certain individuals are logging on to participate in Federal Events and are not remaining online to assist with the cleanup of the Federal Event. APD Officers should also be continuing to play after a Federal Event has taken place to mentor lower ranking APD Officers.

Individuals that continue to do this going forward will be pulled aside

FTOs will now have the option to lock Federal Event channels in circumstances that they feel there is a balanced number of APD Officers to fight the Federal Event. Any APD Officers attempting to join the server in this instance should join Server 2 instead if it is open or if this is not an option they may join the Federal Event server and continue normal APD duties.

APD Reserves (APD)

APD Reserves

APD Reserves is a system from the past that is now being reintroduced to the APD. APD Officers that are on APD Reserves will not be required to make their APD times each week, preventing them from being removed from the APD due to failing to meet their times for 2 consecutive weeks.

How the APD Reserves work -

APD Officers at the rank of Patrol Officer are eligible to join the APD Reserves. Must have 30+ days TIG (Time In Grade) 50+ hours on cop. Upon joining the APD Reserves you must remain in them for a minimum of 30 days. Joining the APD Reserves will reset your TIG (Time In Grade)

You will not be eligible for any APD promotions when on APD Reserves.

How to join the APD Reserves

To request to be placed onto APD Reserves please submit an APD Application stating that you want to transfer to APD Reserves. At this point your request will be reviewed.

Upon being placed onto APD Reserves you will be expected to play a minimum of 1 hour per a month starting from the 1st of the following month since you’ve joined APD Reserves. Failure to do this will result in your removal from the APD due to inactivity.

Failed 3 to 1's and Compensation (APD)

Clarification:


If you fail a 3 to 1 situation. You are able to compensate the opposing party by turning yourself into them(ex. putting your hands up and letting them restrain and rob you.) Most didn't know this but hopefully this helps everyone make their wrong's right. Obviously we want you to follow the rules in regards to 3 to 1 situations, but this is a form of compensation, aside from money, in the event that you make a mistake.

Air Hospital and Fed (APD)

PSA: Reminder to all APD officers Air Hospital during an active federal Reserve robbery is considered part of the event and you must follow wave rule.

Edit - This is strictly in regards to wave rule not engagement. As the Air Hospital is not inside of the rings it is not part of the redzone so APD Officers must ensure that they are engaging civilians at Air Hospital as per the usual means. Eg. code 3, verbal engagement, or APD Officers being fired upon by tagged gang members engaging all APD Officers in the area with the tagged gang.

NLR (RNR)

All members of the R&R are required to know New Life Rule (NLR) for medics. Please revisit the handbook and review all information regarding NLR and when it applies.

Not only is NLR a handbook rule but it is a server rule as well.

The purpose of this PSA is to make clear to all R&R members that breaking NLR is unacceptable and will be met with administrative action.

Seniors are cracking down on medics breaking NLR. Seniors have been instructed to issue a Letter of Reprimand to any medic whom breaks NLR.

Ignorance or forgetfulness do not make you exempt or give you a free pass.

R&R Tips

Some Tips from the Senior R&R, based on some observations on current medics and complaints

- Time Management: Time Management is very important whilst playing medic, especially if there are many calls. As a medic, it’s best if you respond to calls in the order that they requested revive in order to guarantee that all the civilians will get revived instead of just responding to revives in terms of proximity of the revive to the medic’s location.


- Awareness: Being an aware medic is essential. An aware medic can spot out situations in which they can get taken hostage and will respond to revives faster. Is there a group of rebels running around Kavala Square messing with everyone or collecting people to do a hostage situation with the police later? Are you at Athira hospital and a bunch of rebels are headed towards you from Athira rebel’s direction? Are you responding to a call at the salt flats and there are 20 rebels waiting to pull cars from the garage there? These are situations in which you can definitely be taken hostage – and an attempt at being taken hostage here could be avoided. Being an aware medic also involves being aware about revives or calls for service and when they’re being called in. If you see a revive pop up on your screen and you’re goofing around in Kavala Square, react quickly to go ahead and get that revive so the person requesting isn’t stuck waiting for so many minutes. If there aren’t any revives on the dispatch menu, and you haven’t seen any pop up, make sure to check the dispatch menu once in a while to make sure you haven’t missed any that popped up in the meantime.


- Denial: As a medic, you are given 3 denial options: Deny Bug, Deny RnR, and Deny by 3rd party. If a 3rd party does come and deny the person you’re trying to revive – and it’s clear that they will stay there for a while, DENY the person and leave if there are other calls. It’s important to deny in these scenarios so you don't waste the person’s time who requested, once denied, they can choose on their own if they want to respawn at that point or if they want to wait you out. You can come back later to that revive if the person requesting has not respawned. If someone denies you a revive and you don’t have any more revives to attend to, there’s no harm in hanging around away from the area to see when the people that denied you clear out, make sure not to stick yourself right in the middle of an ongoing situation.


- On-Route: Marking people On-Route is beneficial to every party involved during a revive call, it notifies the civilian that you’re aware of their revive and you’re on your way, and it also allows medics to coordinate revives if there are a bunch of you on a single server. It’s also important not to overuse the mechanic, use it when you’re actually on your way to a revive, NOT if you’ll be there within 5 minutes and aren’t actually on your way.


- Spreading out Medics: Medics spreading out on a single server between cities is great for a couple reasons: reducing response time and keeping multiple medics from becoming hostages. It reduces response time because medics don’t have to go all the way to a hospital and redeploy if there’s a call for service - they should already be stationed near the calls. It also helps at keeping multiple medics from becoming hostages, because, if medics are not all bunched up in an area, then they can’t take all the medics on the server hostage too easily.


- Hostage: As a medic it’s important to make sure that you’re difficult to take hostage by civilians, you can avoid being taken hostage by always being on the move, generally, a stationary medic is a very vulnerable medic. Also, going back to awareness – watch what’s around you, if you see some sketchy stuff, take steps to avoid it. If you are taken hostage however, it’s not the end of the world, do your best to enjoy the situation, take part in some nice RP, do whatever’s necessary.


- NLR: A quick tip for NLR, if you have any doubt that something is NLR at all, the best thing to do is just abide by the NLR (this will not land you in any trouble). If a medic is caught breaking NLR they will be punished accordingly. If you have a question about a certain scenario being NLR, please go ahead and contact one of the Senior Medics with anything (That’s what we’re here for!).


- Unlocking Vehicles: Another tip for unlocking medic vehicles. Usually, as a medic, you don’t have to unlock any medic vehicles to get in the driver’s/passenger seats. If you want to give a someone a ride, make sure that during the time the vehicle is unlocked that you’re sitting in the pilot/driver’s seat to give no room for someone to steal your vehicle. In other words, make sure that your vehicle is locked whenever you need to step out of the driver’s/pilot seats.

Server Rule / AAN

PSA:

Here's a quick explainer on the new update and how they affect certain rules:

AAN Broadcasts: Since you have to hike all the way to Kavala and pay 250k to broadcast a message to the server, it makes sense that those messages could contain situational information. This is not the same as a player abruptly posting that information in side chat. APD Warrants Engagement: Engagement for APD Warrants works similar to how stealing/lockpicking a vehicle works without any prior engagement, in a vehicle theft scenario, a person can lockpick a vehicle and not be allowed to shoot the owner of the vehicle solely from lockpicking the vehicle, however, the owner of the vehicle is allowed to shoot (i.e. engaged to) the person lockpicking their vehicle, it's a one-way engagement. This is similar to APD Warrants: people that currently have a warrant on them are allowed to shoot the APD on-sight, however, the APD have to engage the person with a warrant on them via standard engagement rules. This does not mean that people with the same tags and that are nearby to the person with an active warrant have a one-way engagement with the cops. The person with an active warrant needs to have engaged the APD with standard engagement rules in order for tagged nearby mates to be able to shoot at the APD, this could mean shooting at the police, etc. Probable Cause: I've spoken to Winters, and I don't think this will get an APD Handbook update, but, due to the active warrant zone being so ridiculously huge, the zone itself cannot be used for probable cause, for example, in order to re-enter red zones before 15 minutes, etc. However, it does give probable cause to enter warzone when it is extremely probable (via where the zone lands) that the person with an active warrant is currently in the warzone. Combat Logging: Leaving the server whilst having an active warrant on your person is not considered combat logging, we are not trying to keep people hostage to the server for 30 minutes time, that's ridiculous. Chapter 1: No Random Death Match [RDM]

1. Killing or tazing another player without any role-play will result in administrative action.

         1. If you have been fired at, returning fire is permitted.
         2. If someone commits a direct hostile action to you, you may kill them.
         3. Example: Lockpicking/stealing your vehicle, rotor tapping, bolt cutting, active APD warrants, APD house raids/searches, shooting you with a flare gun, attempting to escort hostages
         4. Example: Being armed/pointing a gun in your general direction and/or verbally insulting are NOT considered hostile actions, neither is ramming/running over someone whether or not you believe it is intentional.

Chapter 17: Meta-Gaming

5. Do not post situational information about other players in side/gang chat.

         1. Exception: AAN news broadcasts can contain situational information.

Olympus+ is our new subscription method to help pay for our server maintenance, upkeep and paying our development team.
