Preface - Application Process and Rank Progression
- Application - Application info can be found HERE
- Interviews will test the rule knowledge of candidates.
- Asking a senior APD member for an interview is the best way to delay it
- Applicants that have previously been at the rank of Patrol Officer+ and removed due to inactivity within 180 days of submitting their APD Application may request a Patrol Officer interview.

Chapter I - Professional Standards
- Conduct
- Officers are allowed to conduct themselves casually with civilians, so long as they do not go out of their way to excessively insult a civilian or go outside the boundaries set forth by the server rules.
- Officers are expected to treat all players with respect. This is a two-way street.
- "Street language" is not frowned upon in the APD, you may RP freely as long as you don't cross the lines of harassment, racism, and other extreme vulgarities.
- Anything reasonable that does not conflict with the APD Master Handbook, Ticket Guide or Server Rules is acceptable within the spirit of role-play.
- Disciplinary action will not be taken for reasonable role-play.
- Officers are expected to obey ALL directions of higher ranking officers.
- Officers are expected to intervene when other Officers are breaking rules.
- Officers may, at their discretion, quote the APD handbook.
- Metagaming
- Officers are expected to wait 15 minutes before switching factions on the same server, and may not use any information previously gathered to their advantage.
- Deployments
- Redeployments should be conducted by a Corporal+
- Corporals must be on the server at the time of the redeploy
- Cross Server redeployments may be conducted by an FTO+.
- Officers may respawn/redeploy to other HQs if there (5) five or less officers online, if a deputy is traveling to accompany a PO+, or if they spawn in the wrong place.
- Redeployments should be conducted by a Corporal+
Chapter II - Use of Force
- Your First Weapon
- Your first weapon is always your voice. Always attempt to defuse a situation without firing a shot.
- If the situation calls for it, you may restrain a suspect or civilian if given prior warning.
- Non-Lethal Force
- Tasers may be used on a suspect who is armed, evading, resisting arrest, or is clearly part of the situation.
- Lethal Force
- Lethal force is authorized only when non-lethal force has failed or is inadequate to resolve the situation.
- Lethals are authorized temporarily:
- In Warzone, Cartels, Gang Base, and any Rebel Outpost. (This includes if/when the engagement moves out of the red zone)
- If there is 5 or less minutes of a server restart.
- Deputies/POs may be authorized to use lethal force by a Senior APD member during "Any Means Necessary."
- Tasers are inadequate to resolve the situation.
- If the suspect is on a roof that has no way to access or is only accessible by ladder.
- If fired upon without previous engagement, you may return fire with extreme care for the life and property of the APD.
- If the suspect is in an armed vehicle's gunner seat.
- SGT+ can utilize lethals during trial by combat (if part of the agreement made with the suspect).
- Lethals are authorized for the entire situation:
- After 2 failed non-lethal attempts by an individual officer.
- If you have loaded lethals during a situation against a single group and another group joins that situation, lethals are still authorized against all opposing forces.
- If an officer is taken hostage or tased during an active engagement.
- Officers who have been neutralized by a ratio of 3:1 are considered hostages.
- Lethals may continue to be used after the officer has been rescued.
- When officers are outnumbered by a ratio of 3:1 (until death).
- Lethal force remains active regardless of server restart
- If lethals were loaded solely due to server restart happening in 5 minutes, then lethals must be unloaded after the restart.
- If the Ghosthawk/Armed Plane is guns-hot in the situation.
- After 2 failed non-lethal attempts by an individual officer.
- Vehicle Shooting
- Ground vehicles may open fire once it has been determined that the suspect is clearly evading.
- If an armed aerial vehicle utilizes its guns on the APD or the civilian population, the APD is authorized to use any means necessary to destroy or neutralize the vehicle.
- If an aerial vehicle is slinging an armed vehicle that utilizes its weapons on the APD or the civilian population or is guiding AA missiles into an HQ, the APD is authorized to use any means necessary to destroy or neutralize vehicle(s).
- Any means necessary only encompasses bypassing APD Rules and Procedures and not Server Rules. During this period you do not have to follow APD Rules or Procedures as long as it contributes to ending the any means situation.
- Exception: Corporals cannot authorize Deputy/PO lethals during any means necessary.
- Exception: SWAT gear or vehicles cannot be utilized during any means necessary.
- If an APD Ghosthawk or Armed Huron has been stolen the APD may use any means necessary to recover, neutralize or destroy the vehicle.
- High Value Target (HVT)
- An HVT is defined as an individual with a bounty exceeding 300k, charged with hostage situation, charged with kidnapping a government official or conducting illegal activities in a Zamak+
- For armed vehicles that may engage HVTs an officer of sufficient rank to operate the vehicle must be in the situation to call it "guns hot"
- The only vehicles applicable to engage HVTs are the Armed Jeep and Armed Plane.
Chapter III - Civilian Interaction
- Dealing with the Public
- Respond to 911 Texts if possible.
- If flagged down, try to find out more information about what the civilian wants.
- Civilian on civilian accusations are not to be considered actionable evidence.
- Civilians may be detained for up to 15 minutes if they are interfering with an investigation as long as they are notified why they are being detained.
- Making Contact
- Announce that you are a member of the APD.
- Code 3 or intent to verbally engage when going back to an active situation (excluding scout aircraft.)
- Do not restrain suspects unless they are downed, have their hands up, or are notified why they are being restrained.
- Unarmed/weapon holstered civilians that are engaged with the APD can be restrained if tackle is said prior to restraining.
- Exception: APD officers that have been unrestrained cannot immediately tackle civilians.
- Unarmed/weapon holstered civilians that are engaged with the APD can be restrained if tackle is said prior to restraining.
- A tactical advantage can be defined as: Cover that provides a significant opportunity to eliminate/tase 3 or more civilians, or allows you to safely escape.
- Examples include:
- A building between you and 3 civilians.
- On top of an office building, and civilians below you.
- Excess speeds that allow you to 'drive-by' the engagement.
- Examples include:
- If a civilian gives consent to do something to them or their property (search, detain, lethal, etc.) officers are allowed to do so.
- Do not harass a civilian to get their consent.
- Suspects in APD custody cannot be lethaled.
- Do not add more than one charge by request.
- Announce that you are a member of the APD.
- Dealing with Vigilantes
- Vigilantes are subject to all civilian laws.
- Officers may not take suspects from vigilantes unless given permission or if the person the Vigilante has captured is wanted for under 75k.
- Like all civilians, must have weapons holstered unless defending themselves or conducting business. If found abusing their license (Server Rules Chapter 9), it may be seized. (APD Ticket Guide)
- A vigilante found participating in illegal activities is subject to having their vigilante license seized.
- Civilians with Vigilante License must provide ID upon request.
- May carry a P07, Sting, .45 ACP, Spar-16 (Sand), Spar-16GL (Sand), Spar-16S (Sand), Bolt Cutter.
- Tier 4 Vigilantes may carry anything a lower tier Vigilante has access to and a Vermin.
- Tier 5 Vigilantes may carry anything a lower tier Vigilante has access to and a Promet (Green), CAR-95 (Black), Promet MR (Sand), 9mm Suppressor, .45 ACP Suppressor.
- Tier 5 Vigilantes with 300 arrests may carry anything a lower tier Vigilante has access to and a 5.56mm Suppressor.
- May carry a P07, Sting, .45 ACP, Spar-16 (Sand), Spar-16GL (Sand), Spar-16S (Sand), Bolt Cutter.
- Dealing with Workers’ Protection License Holders (Server Rules Chapter 20)
- Civilians with WPL gear must provide ID upon request.
- May carry a TRG-20, ACP-C2, SPAR-16 (Khaki), Katiba Carbine, Vermin, or MXC.
- Civilians with WPL gear must provide ID upon request.
- Dealing with the R&R
- Medics are subject to all civilian laws. Officers should not stop R&R from conducting their duties without reason.
Chapter IV - Hostage Situations
- Hostage situations are considered active when an APD dispatch is sent demanding an officer.
- A hostage taker may not:
- Request APD to search/impound/seize a vehicle/person.
- Force an APD member to send someone to jail.
- Force a hostage APD member to pardon or to act as a negotiator.
- Request a pardon for a bounty including escaping jail or hostage situation or in excess of 1 million dollars.
- The APD negotiator is delegated by the highest ranking APD member on at that time. Once delegated, the negotiator must show up unarmed after notifying hostage takers.
- Once the negotiator arrives, he cannot be taken as a new hostage. Hostage situations are defined as failed once:
- An agreement cannot be made between the two groups.
- Any hostile action is taken by the hostage takers.
- During the process of a hostage situation, the APD must allow proper negotiations before they attempt to subdue the hostage takers.
- The APD must value the lives of the hostages.
- A Sergeant+ may make the call to engage the hostage takers if they feel that they can rescue the hostages safely. No engagement is needed.
- Any Corporals or lower may set up for shooting positions but will not fire without the order of the Sergeant+ or if negotiations fail.
- If the negotiations are completed successfully, then both parties will go their separate ways. Once this happens, the APD must wait a minimum of 5 minutes before attempting to arrest/capture the hostage takers.
- Any civilian clearly participating in the hostage situation as either the negotiator or “pulling security” may be charged with Hostage Situation. If an officer is taken hostage then all players involved in the restraining, robbing or security of that officer may also be charged with Hostage Situation.
Chapter V - Processing Suspects
- Suspects must be processed within 15 minutes after the area is clear or the suspect(s) are transported away and after any RP situations.
- Exceeding the 15 minute rule without good reason is considered cruel and unusual punishment and all charges will be pardoned.
- The 15 minutes DO NOT start until the situation has been fully neutralized.
- If processing 5 or more suspects or if processing more suspects than the amount of officers currently available, the APD may go over the allotted 15 minute rule within reason.
- Suspects may be taken to safer areas for processing.
- If a suspect is killed while in police custody, they are to be pardoned ONLY if it was the direct action of the officer (IE: An officer crashed into a pole and killed the suspect.)
- If the civilian chooses to RP the situation, such as just randomly talking or asking questions, the 15 minute rule starts at the end of the RP session.
- Suspects may request a superior officer to handle them so long as they have a valid reason to ask for them. If this is done, the handling officer must make contact with the superior officer. If the superior officer is busy or too far away, they can decline the request and the handling officer will continue processing.
- The 15 minute rule will not apply until the superior officer arrives or if the handling officer continues processing.
- Corporal+ may conduct trial by combat with suspects (come to an agreement with a suspect that will be determined through combat).
- Example: If the suspect wins APD will let you go, if the APD wins you pay your ticket.
- Exception: APD Officers cannot add more than 1 charge onto a suspect.
- Exception: Only SGT+ can lethal during trial by combat (if part of the agreement made with the suspect).
- Example: If the suspect wins APD will let you go, if the APD wins you pay your ticket.
- When processing a suspect follow the L.I.S.T acronym.
- L - Licenses. Check the suspect for a license
- I - Inventory. Search the player if you have probable cause
- S - Seize. Seize any items if you have probable cause.
- T - Ticket. Tell the suspect his charges and total bounty and ticket them.
- Suspects may waive their rights to pay tickets and opt to be sent straight to jail. Once waived, the suspect cannot take back these rights.
- While processing a suspect they may waive their rights verbally or in writing and allow an officer to process them despite any active situations. Once waived, the suspect cannot take back these rights.
- The wanted player must be in a “panic room.” If someone enters the room and starts shooting, processing must stop.
- A “panic room” is a room with a single closed door.
- If the Jail doors are broken and a suspect is being processed, then an APD Officer must go to the Jail to make the proper repairs so they can send the suspect to Jail.
- The APD Officer must go directly to the Jail to make the repairs, and may not stray off to do other things.
- The 15-minute APD Processing rule does not start until the repair is done.

Chapter VI - Dealing with Vehicles
- Officers may only enter/unlock a civilian vehicle when:
- Turning off the engine.
- Removing a dead body
- Unblocking a road, pathway or an area officers are attempting to access.
- The owner gives consent (and the vehicle is non-illegal)
- APD Officers may commandeer civilian vehicles (if the vehicle is non-illegal) to transport a suspect straight back to an APD HQ, if the owner of the vehicle is in APD custody, and there are no APD vehicles available to utilize as transport.
- APD Officers cannot search/seize commandeered civilian vehicles after utilizing the vehicle for transport.
- Officers may impound a vehicle when:
- The owner is not in sight, or is in APD custody (or at their request)
- If the vehicle is blocking a road or pathway.
- Pulling Players out of Vehicles
- Players may only be pulled out if the vehicle is not moving, at least half of its tires have been disabled, or the player has been downed while inside the vehicle
- Illegal Vehicles
- Any armed vehicle, Ifrit, Strider, Hunter, Taru Bench, Jet Aircraft, Airdrop Vehicles, APD Escort Event Vehicle, Pharmaceutical vehicles and any variants of the Blackfish.
- Illegal vehicles are subject to search and seizure
- Aircraft
- If an aircraft is violating aviation law, or in an APD occupied area:
- Text the pilot once to leave or be fired upon OR fire 3 warning shots to the pilot ensuring the rounds miss the helicopter
- If an aircraft inserts itself directly into an active APD situation, officers may open fire immediately.
- If an aircraft is seen hovering over/around any APD occupied area (including HQ's), officers are to send 3 warning shots before opening fire on aircraft. (No text needed)
- If an aircraft is violating aviation law, or in an APD occupied area:
Chapter VII - Probable Cause
- Definition of Probable Cause
- Probable cause is defined as "reasonable grounds to conduct a search or make an arrest".
- Examples of Probable Cause
- Officer sees a suspect or vehicle within (or leaving/entering) an illegal area.
- Officer sees an illegal item or weapon
- Officer sees or hears illegal activities (further examples found in the APD Ticket Guide.)
- Officer sees a wanted individual.
- Officer seeing a civilian in possession of a TRG-20, ACP-C2, SPAR-16(Khaki) ,SPAR-16s(Sand), SPAR-16(Sand) P07 9mm, Sting 9mm, 4-Five .45, Vermin .45ACP or Katiba Carbine. (Provides probable cause only to check licenses).
- Eyewitness accounts of civilians are NEVER probable cause.
- Cartels/Blackmarkets being captured are not probable cause.
Chapter VIII - Searches and Seizures
- Searching in Combat
- Search and seizure of equipment or vehicles shouldn’t occur when you are being fired upon. You must wait until the situation is called clear or ‘not a factor’ by the highest ranking officer
- Example - Armed Plane that has clear intent to stall searching/seizure of equipment/vehicles. Obviously if people are dying or taking damage due to said plane, it is clearly deemed a factor.
- Search and seizure of equipment or vehicles shouldn’t occur when you are being fired upon. You must wait until the situation is called clear or ‘not a factor’ by the highest ranking officer
- Conducting Searches
- Probable cause is needed to search for illegal items. Always announce to the person/vehicle what you are doing and why.
- Exception: Any gang member that is involved in a situation where a gang vehicle is present CAN provide probable cause to search, given they are wanted or present a form of probable cause (example: illegal weapon, evading arrest, driving illegal vehicle, etc).
- Probable cause is needed to search for illegal items. Always announce to the person/vehicle what you are doing and why.
- Checking of Licenses
- Only search licenses if you have probable cause or the suspect has committed a crime.
- Seizure of Weapons
- Illegal items (including Blackwater items) should be seized when the opportunity presents itself (preferably before transport). Please refer to the Ticket Guide for examples of probable cause.
- Seizure of Vehicles
- Illegal vehicles should be seized at the end of the situation after getting the order from the highest ranking APD officer at the situation.
- Civilian vehicles left at Federal Events/Bank/Art Gallery will be seized.
- Vehicles containing $500,000 or more of the following can be seized:
- Illegal items (Market value)
- Weapons (Market value)
- Drugs
- Contraband (Market value)
- Vandalized APD Hatchbacks are subject to seizure.
- Seizure of Money
- Any person(s) who is seen involved with a robbery of any kind, inside an illegal area, charged with drug trafficking/any robbery charge (example: Aiding in Reserve Robbery, Robbery, etc.), or interacting with a vehicle that falls into these categories may have any cash seized upon their search.
- Warrants
- Raid Warrant
- House/gang shed raids are authorized when:
- A suspect has taken refuge or is shooting out of a locked house/gang shed.
- APD must enter to rescue a hostage.
- A suspect has taken refuge or is shooting out of a locked house/gang shed.
- POs+ can issue raid warrants and must only enter the premises to capture a criminal. The officer issuing the warrant must announce that they will be raiding.
- House/gang shed raids are authorized when:
- Search Warrants
- Search warrants allow Sergeants+ to enter the premises to capture suspects and/or contraband. The raid must be announced and must be exercised within 45 minutes of obtaining probable cause regardless of restart.
- Search warrants can only be executed 5 minutes after notifying the owner or keyholder, unless the suspect is in custody.
- House/gang shed searches are authorized when:
- An APD member has a form of probable cause (bounty, illegal weapon, etc.) and witnesses a civilian interacting with, shooting out of, or taking refuge in/on a house/gang shed in any form. The Sergeant+ has discretion on whether or not to conduct a search.
- Example: A Civilian utilizing their house's roof or balcony to provide a combat advantage while engaged with the APD.
- An APD member has a form of probable cause (bounty, illegal weapon, etc.) and witnesses a civilian interacting with, shooting out of, or taking refuge in/on a house/gang shed in any form. The Sergeant+ has discretion on whether or not to conduct a search.
- Raid Warrant
Chapter IX - Checkpoints & Patrol Guidelines
- Traffic Stops
- Traffic stops can be conducted when a vehicle’s driver or a passenger is wanted or is seen breaking traffic laws. Only check the licenses of the driver or passengers who are wanted/have committed a crime in front of an officer.
- Speed Limits are as follows:
- Inside city limits - 75 Km/h
- Outside city limits / backroads - 100 Km/h
- Outside city limits / highway - 125 Km/h
- APD Checkpoints
- APD Mobile Checkpoints may be done anywhere on the map.
- Mobile Checkpoints may not be set up within 1Km of a redzone.
- PO+ must be present with at least 2 other officers.
- APD vehicles must be parked at each checkpoint entrance with lights on.
- No person or vehicle should be searched without consent from the owner of the vehicle unless probable cause is there. If they decline the search they must turn around and go back the way they came.
- If a civilian goes around the checkpoint they can be pulled over and processed.
- APD Mobile Checkpoints may be done anywhere on the map.
- Patrol
- Patrol Officers+ may leave city limits
Chapter X - Illegal Areas
- Any area marked with a red crosshatch is considered an illegal area, including active Banks, Jails, Blackwaters, and Federal Reserves.
- Officers must announce themselves when entering an illegal area with code 3.
- Code 3 automatically engages all armed civilians in the illegal area.
- Exception: No code 3 is needed when entering an active Federal Event or bank.
- Exception: Officers may enter illegal areas with garages with the intent to pull vehicles if their vehicle has been damaged beyond repair. Officers may not interfere with any activities inside of the illegal area unless fired upon first.
- Illegal Areas may be patrolled every 15 minutes.
- Officers must not remain in, or monitor, an illegal area if there is no activity
- Looking into an illegal area is considered checking it.
- During situations inside of illegal areas, officers must respond in waves.
- Exception: An active Bank if 5 or less APD Officers are responding to the Bank.
- A wave is finished when all officers have been killed or neutralized
- The last officer of a wave may surrender and become neutralized, and remain until reached by APD forces, then they must return directly to the closest APD HQ.
- On the first wave to an area, officers may call in first wave backup.
- If the backup does not arrive before the original group dies, they must wait in place for the second wave to catch up, or until the civilians reach them.
- All waves after the second must start with ALL responding officers at an HQ or waiting to spawn an HQ
- Officers leaving a situation must reach HQ before the next wave can begin if they are to participate in the next wave.
- If the civilians leave the illegal area, waves are no longer required.
- If you are a part of the same wave that entered an illegal area you may re-enter after leaving.
- Once an illegal area has been secured, all officers may return and begin cleanup.
- Black Market Raids:
- Black Markets can be captured regardless of the area being clear.
- Once a Black Market has been called clear the APD can unseal/seize the contraband box.
- Once the contraband box has started to be unsealed/seized the APD do not have to stop seizing if the area is no longer clear.
- Exception: If the APD Officer unsealing/seizing the contraband box is killed the area must be called clear again to reinitiate the unsealing/seizing process.
- Once the contraband box has started to be unsealed/seized the APD do not have to stop seizing if the area is no longer clear.
- Rebel Outpost raids:
- There is a Sergeant+ with at least 2 other officers
- The entire wave must enter code 3, or enter “DARK” and verbally engage.
- If the senior officer is captured, raids may continue to recapture them.
- Warzone raids:
- Officers may only enter Cartel/Warzone when they have probable cause to raid unless APD has reasonable suspicion of a suspect fleeing there. Additionally:
- Must follow Rebel raid rules.
- Exception: Corporal+ may raid WarZone with at least 2 other APD Officers.
- Exception: Cartels outside of Warzone may be searched every 30 minutes.
- Seven waves maximum per warzone raid.
- Exception: If civilians flee to WarZone from a Federal Event or a Vehicle Airdrop waves may continue until the situation is resolved.
- Patrol Officers+ are required to use lethals during warzone raids.
- Exception: Officers may choose to utilize tasers if they've pursued someone in the first wave.
- If you enter Warzone without a Sergeant or higher due to pursuing someone in, you must check the general area of the suspect you chased in. Once the situation is deemed clear, you are to leave. Do not check the rest of Warzone Island.
- Once APD has engaged rebel forces in a Cartel, they may continue to raid it following standard rebel raid rules until the situation has been neutralized at that Cartel. (Outside of Warzone Island)
- APD may enter Cartels/Warzone for hostage situations
- PO or higher to negotiate.
- Can be accompanied by other officers.
- Cannot return to rebel unless standard Rebel prerequisites (mentioned above) are met.
- Must follow Rebel raid rules.
- Officers may only enter Cartel/Warzone when they have probable cause to raid unless APD has reasonable suspicion of a suspect fleeing there. Additionally:
Chapter XI - Blue Zones
- Blue Zones (Server Rules Chapter 13)
- APD Officers may freely patrol Blue Zones.
- The APD Escort Event, Art Gallery, Pharmaceutical Robbery, Vehicle Yard, and Evidence Locker are Blue Zones.
- APD Officers responding to an active Art Gallery Robbery, Pharmaceutical Robbery or a Vehicle Yard must respond code 3 or dark with the intent to verbally engage.
- APD Officers do not have to respond in waves to an active situation in a Blue Zone.
- Exception: If there are 6 or more APD Officers responding to the initial Pharmaceutical Robbery or Vehicle Yard Blue Zone they must respond in waves until the Pharmaceutical/Vehicle Yard vehicle leaves the initial Blue Zone.
Chapter XII - Federal Events
- Federal Events are defined as The Federal Reserve(Fed), The Federal Penitentiary (Jail), the Blackwater Weapons Facility (BW/Blackwater), and Evidence Locker (EL).
- Order of Priority: Blackwater, Federal Reserve, Evidence Lockup, Jail.
- No RP is required to engage players that are participating in a federal event (doors being cut open and/or bomb planted). All APD are free to fire on players in these circumstances. If you see a player (Clearly participating in a federal event) you can shoot them.
- Exception: The Evidence Locker follows Blue Zone engagement rules.
- APD may not enter the domes prior to the event unless someone is trapped inside
- If 5 or less officers are online during a Jailbreak, wave rule is not required.
- If 10 or less officers are online during an active Federal Event Deputies/Patrol Officers may utilize SDARs after 2 failed non-lethal attempts by an individual officer.
- Active duty SAPD can authorize Deputy/Patrol Officer lethals at Federal Events in extreme cases where the APD is vastly at a disadvantage.
- If 10 or less officers are online during an active Federal Event Deputies/Patrol Officers may utilize lethals when there is 10 or less minutes left on the bomb and when APD is at a disadvantage.
- Staff Sergeant (FTO) may utilize Staff Sergeant gear/vehicles during Federal Events.
- If an officer leaves an active fed they must return to the HQ before the next wave can begin.
- Exception: If all the cops at the federal event chase the rebels out of the federal event (The outer Anti-Air Circle) the next wave may begin
- Exception: The Evidence Locker does not have wave rule regardless of any redzones it may enter whilst the event timer is active.
- You may re-enter the federal event if chasing a suspect in.
- Active Federal Events
- If the bomb is planted, doors are being cut open, or the Evidence Locker has been initiated.
- If multiple Federal Events are active the Federal Event with the bomb planted takes priority.
- If there are 4 or less officers on duty, then the officers who are online are not required to respond.
- Exception: APD Officers must respond to the jail.
- APD Officer(s) can be instructed by an active Staff Sergeant (FTO)/SAPD/Retired Chief not to respond to an active Federal Event and may instead conduct other APD duties.
- If the bomb is planted, doors are being cut open, or the Evidence Locker has been initiated.
- APD may not utilize vans at any federal events.
- SGT+ May only utilize the Qilin (Smoke) during federal events.
- Patrol Officer's may utilize the Quilin (Light) during federal events.
- Patrol Officer's are not allowed to utilize the Quilin (Light) for any other reason, even during any means.
- The Evidence Locker may be seized immediately regardless of combat (this is considered defusing).
Chapter XIII - APD Escort Event
- Corporal+ can start an APD Escort Event.
- Maximum amount of APD Officers able to attend APD Escort Event:
- Small Escort Event - 6
- Medium Escort Event - 8
- Large Escort Event - 10
- APD Officers that are involved in an APD Escort Event must continue to participate in the APD Escort Event until the truck reaches the drop-off location or is destroyed.
- If the APD Escort Event truck is stolen and is taken to Rebel/Warzone/Gang Base (no active skirmish), APD Officers participating in the APD Escort Event may raid Rebel/Warzone/Gang Base (no active skirmish) following standard rules applicable to those areas but without a SGT+ with the sole purpose of recapturing the truck.
- APD vehicles associated with the APD Escort Event must use emergency lights (code 2), no sirens required.
- Maximum amount of Qilins/Prowlers APD Officers may utilize in the Escort Event.
- Small Escort Event - 2
- Medium Escort Event - 3
- Large Escort Event - 4
- Maximum amount of Qilins/Prowlers APD Officers may utilize in the Escort Event.
- Any civilian interacting/interfering/seen participating with the APD Escort event may be shot on sight by the APD, no RP is required.
- Example: Blocking the road in front of the APD escort event motorcade, trying to pit police escort vehicles off the road, etc. (Rules Chapter 17)
- Lethals must be used during the escort.
- Corporal+ must authorize Deputy/PO Lethals prior to starting the APD Escort Event.
Chapter XIV - Server Events
- Airdrop raids:
- Officers may only enter for a singular wave.
- Exception: APD Officers may enter for 2 waves at the Weekend Airdrop.
- Exception: APD Undercover Officers cannot participate in airdrop raids.
- Patrol Officer+ must be present for the raid.
- Patrol Officer+ can call in an Airdrop.
- Airdrops may be raided with a maximum of 5 officers.
- Exception: Airdrops may be raided with a maximum of 8 Officers at the Weekend Airdrop.
- May only lethal individuals within the airdrop.
- APD Officers may not utilize Armed Aerial vehicles for the raid.
- APD Officers may utilize 1 armoured vehicle for the raid.
- Exception: APD Officers may utilize 3 armoured vehicles for the Vehicle/Weekend Airdrop raid.
- APD Officers can respond dark or code 3 to the zone.
- No RP is required to engage civs that are participating in the Airdrop Event.
- Airdrops can be called clear after a minimum of 2 minutes and be seized by the APD.
- Once the Airdrop has started to be seized APD does not have to stop seizing if the area is no longer clear.
- Exception: If the APD Officer seizing the Airdrop is killed the area must be called clear again to reinitiate the seizing process.
- Once the Airdrop has started to be seized APD does not have to stop seizing if the area is no longer clear.
- Officers may only enter for a singular wave.
- Gang Base Raids (Server Rules Chapter 23)
- No Active Skirmish
- Must follow rebel raid rules

- If fired upon by another group of civilians the APD may return fire.

- APD cannot utilize armed aerial vehicles.
- Exception: If the APD has actively pursued a suspect they may utilize the guns in an attempt to neutralize the suspect following standard armed aerial vehicle engagement rules however cannot return fire on any other civilian(s) that may fire upon the armed aerial vehicle.

- APD Officers may not camp areas solely to stop or arrest Gang Turf participants (including, but not limited to, the nearest city/rebel/sheds).
- APD cannot raid the Gang Turf.
- No Active Skirmish
- Radioactive Space Capsule
- Must follow standard redzone rules.
- Exception: No RP is required to engage civs that are participating in the Radioactive Space Capsule Event.
- The Radioactive Space Capsule can be called clear after a minimum of 2 minutes and be seized by the APD.
- Once the Radioactive Space Capsule has started to be seized APD does not have to stop seizing if the area is no longer clear.

Chapter XV - APD Undercover
- APD undercover officers are no exception to the APD Master Handbook.
- APD undercover officers are expected to role-play every situation they encounter.
- APD Undercover officers are held to a higher standard of role-play than uniformed APD officers.
- Corporal+ may utilize the APD undercover system.
- A maximum of 3 APD undercover officers can conduct operations at a time.
- APD undercover officers may utilize any gear available to them in their undercover shop.
- APD undercover officers cannot utilize civilian weapons and gear.
- Exception: APD undercover officers may take civilian weapons and gear if it assists with their undercover operation.
- Example: A civilian instructs an undercover APD officer to pick up a Rook, the undercover officer may not make effective use of the weapon.
- Exception: APD undercover officers may take civilian weapons and gear if it assists with their undercover operation.
- APD undercover officers may utilize undercover vehicles.
- Exception: Undercover aerial vehicles may only be used by APD Undercover Officers and cannot be used for mixed transport with uniformed APD Officers.
- APD undercover officers must reveal their identity or show their badge prior to initiating on a suspect.
- APD undercover officers that are killed must return back to the situation with revealed identities.
- APD undercover officers that are with uniformed APD officers prior to an engagement must reveal their identities and engage separately to uniformed APD officers before being able to fire.
- Example: uniformed APD officers and undercover officers are in Kavala Square, uniformed APD officers begin to be fired upon but undercover officers are not, undercover officers must reveal their identities and engage separately before returning fire.
- Exception: undercover officers that are fired upon may return fire.
- Example: uniformed APD officers and undercover officers are in Kavala Square, uniformed APD officers begin to be fired upon but undercover officers are not, undercover officers must reveal their identities and engage separately before returning fire.
- APD undercover officers responding to an active situation with uniformed APD officers must respond with revealed identities.
- APD undercover officers that are driving a vehicle with uniformed APD officers inside must reveal their identity.
- APD undercover officers may utilize legal civilian owned vehicles without the owner's consent if it assists with their undercover operation.
- Example: An APD undercover officer needs to pursue a civilian and the only vehicle available is a civilian owned vehicle they may commandeer the vehicle.
- APD undercover officers may not search or seize the commandeered vehicle.
- Example: An APD undercover officer needs to pursue a civilian and the only vehicle available is a civilian owned vehicle they may commandeer the vehicle.
- APD undercover officers must enter redzones code 3.
- Exception: APD undercover officers may enter redzones dark for the first wave if not with uniformed APD officers, however, if they choose to apprehend someone, they must verbally engage.
- APD undercover officers may enter redzones regardless of if they have been patrolled within the last 15 minutes if they are accompanied by a civilian.
- APD undercover officers must reveal their identities when they search, impound or seize a vehicle.
- APD undercover officers are not required to surrender when outnumbered 3:1.
- Exception: APD undercover officers that have revealed their identities must abide by 3:1 rules.
- Exception: APD Undercover Officers that have not revealed their identity can be restrained if tased by a civilian regardless of being outnumbered 3:1.
- APD undercover officers that do not have their identity revealed do not contribute as an APD officer if another APD officer is being 3:1’d.
- APD Undercover Officers cannot provide probable cause for a house/gang shed raid/search.
Chapter XVI - Fines and Penalties
- Ticketing Procedure
- Always read off all charges and value of a ticket or bounty to a suspect. Once the ticket is written, the cost is set. Additional charges can’t be added.
- Two chances are granted to pay tickets, more can be given based on officer discretion. Be reasonable in this area.
- Ticket values may be adjusted by a Patrol Officer+
- Patrol Officers may issue a discount of 50% off the total bounty when there is no Corporal+ online.
- Corporals and higher have the ability to discount tickets at their discretion.
- Deputies can’t change ticket values without a higher ranking officer’s approval.
- Deputies can only authorize pardons when no higher-ranking officers are online.
- If charges are accidentally added, you can either manually reduce the ticket or a Corporal+ can remove it.
- If a ticket is given for a higher amount than the set price, the suspect must be pardoned. If a lower ticket is given, the suspect can either pay the ticket at the lower price or they go to jail for the full amount. Do not change the ticket price if you ticket the wrong price the first time.
- If shots are fired in/around the HQ where processing is occurring, processing must cease until the threat is neutralized or not a factor
- During the last 5 minutes before a restart, if an APD member is processing a wanted player they may continue to process said player even if shots are fired in the HQ area.
- The wanted player must be in a “panic room.” If someone enters the room and starts shooting, processing must stop.
- A “panic room” is a room with a single closed door.

- Jail
- Suspects must be told they are being sent to jail.
- Refer to the APD Ticket Guide for more info on sending players to jail.
- Patrol Officers+ may send players directly to jail after processing who have blatantly broken server rules.
- If a player has a combined total of 15 or more Manslaughter, LEO Manslaughter, Vehicular Manslaughter, and Gang Homicide charges they are considered a serial killer.
- If a serial killer is found and restrained they may be sent directly to jail without a chance to pay any outstanding tickets.
- When a player has an "Escaping Jail" charge they MUST be sent straight to jail.
- If a player is on parole and is apprehended after committing a crime whilst on parole they MUST be sent straight to jail.
- Adding Charges
- PO and higher can add charges. The crimes must be seen by an officer to be added to the suspects' bounty.
- Common sense when adding charges. Charges can be added prior to the capture of a suspect. The charging officer is liable for inappropriate charges being added.
- Pardoning
- Pardons can be given when desync kill, traffic accident, other glitches happen, or if the civilian committed the acts in a justifiable manner.
- Players must notify the police via text message upon committing a justifiable offense.

Chapter XVII - APD Equipment & Ground Vehicles
- APD Tools
- Flashbangs/Throwables are to be used only in tactical situations following proper engagement.
- Spike strips may be used on vehicles you are engaged with. Ensure any placed spike strips are packed back up.
- Hazmat suits are only to be used when conducting operations in radioactive areas.
- Exception: Sergeant+
- Wetsuits are only to be used when conducting water operations.
- Exception: Sergeant+
- The SDAR may be used without SGT approval if a suspect is in the water, or they are in an inaccessible area (unreachable roofs). Suspect must be notified prior to firing upon.
- Otherwise, Sergeants must approve. Do not carry one in a backpack unless conducting a boat patrol.
- Exception: Corporal+ may carry an SDAR in their backpack.

- APD can use epi-pens and dopamine shots on civilians but cannot then attempt to arrest the civilian.

- Do not use vehicles not available at your rank unless authorized by an officer with access to that vehicle
- Active SAPD may utilize undercover hex icons to facilitate undercover operations.
- May only be utilized in Public APD Channels
- Bait Appliances may only be used on vehicles owned by an APD member.
- If informed a civilian is still wearing a blindfold remove it and restart processing from the beginning.
- Civilians will only be pardoned for being blindfolded if they inform the officer they are blindfolded and the officer chooses to ignore them.
- Road Kits
- Corporal+ can utilize road kits.
- Road kits cannot be placed during combat to gain a combat advantage.
- APD Officers cannot excessively place road kits.
- Vehicles
- Police vehicles must be secured or impounded, and are not to be left out
- Do not impound a vehicle before the situation is clear.
- Armed Jeep Patrol - Armed Jeep patrols are conducted by Corporals and higher. These patrols are utilized for a heavy APD response to large gang actions or high risk rebel activity. (Generally don't use for patrol against low risk interaction)
- Armed Jeeps will follow ghosthawk engagement rules.
- May be used on illegal vehicles, aerial vehicles or vehicles containing a high value target (HVT).
- Must be sent a text to land or park and given 5 seconds to comply.
- May mirror the "guns hot" status of armed planes and ghosthawks however this does not apply vice-versa exclusively to the ghosthawk.
Chapter XVIII - APD Aircraft
- Recon Aerial Vehicle Patrol - The Aircraft can be used for both recon and rapid response. Recon patrols can be performed by any APD member, with the approval of a Corporal or higher.
- May not directly engage ground units.
- May not prohibit aerial vehicles from ascending.
- Must leave with the wave, but does not have to return to HQ when the wave ends.
- Must not use lights and sirens. (this includes checking redzones/cartels).
- Officers may switch from recon to rapid response, but not the other way around.
- Recon Patrols conducted in a Helicopter may have a pilot and co-pilot as its crew.
- Recon planes may be operated by more than one officer.
- Fixed Wing Patrol
- Planes should only be used when responding to an active or impending situation (Planes may not be used to scout the entire map without due reason)
- Exception: Armed plane patrols may be utilized to engage High Value Targets ($300k+ bounty or in a zamak or larger).
- Exception: During 100% certainty of high gang activity.
- Rapid Response Plane Patrol - The Fixed Wing Aircraft can be used to respond to rebel activity, with the approval of a Corporal or higher, the APD may employ the use of parachutes to minimize the danger of a risky landing.
- These patrols may engage with criminals on the ground.
- Must use lights/sirens when engaging a suspect or entering a redzone.
- These patrols cannot switch to a recon patrol and must return to an HQ to become a recon patrol.
- Armed Plane Patrol - The Armed Plane patrols are conducted by Sergeants or higher. These patrols can be used for both recon and rapid response.
- Armed planes will follow Ghosthawk engagement rules.
- Exception: Armed Planes can also engage ground vehicles if the vehicle is illegal, is a HVT, or contains a HVT.
- Exception: An armed plane that leaves HQ with the intent of being a recon can contribute towards guns-hot status, and utilize it’s guns without returning to an HQ
- Armed planes may mirror the guns hot status of any active Ghosthawks. However, this does not apply vice-versa.
- Armed planes will follow Ghosthawk engagement rules.
- Planes should only be used when responding to an active or impending situation (Planes may not be used to scout the entire map without due reason)
- The Ghosthawk
- Ghosthawks may only used in response to active heavy gang activity and pursuit of illegal/aerial vehicles.
- Ghosthaks may not be used for patrol or first wave response.
- Ghosthawks must be returned to the nearest HQ after situation has been called clear and is to avoid any redzones during its return.
- The weapons may only be used on aerial, or illegal vehicles (including APD/R&R Hunters and Striders).
- Exception: The Pharmaceutical, APD Escort, Vehicle Yard, and Evidence Locker Trucks.
- Must be sent a text to land or park and given 10 seconds to comply.
- Exception: Any variant of the Blackfish only requires a 5 second engagement period. Once the text is sent, if the Blackfish pilot elects to change the Angle of Attack of the rotors to facilitate flight (read: changing rotors to take off), the Ghosthawk is guns hot.
- If the Ghosthawk is fired upon it may return fire, and that specific ghosthawk remains guns hot until the situation is resolved.
- This includes when the Ghosthawk is presented with a clear threat.
- Example: A civilian that is engaged with the APD that has clearly pointed an explosive launcher at the ghosthawk.
- Example: A civilian that has clearly pointed an explosive launcher at the Ghosthawk in a red zone.
- Exception: A Ghosthawk that leaves HQ with the intent of being a recon cannot contribute towards guns-hot status, nor utilize it’s guns without returning to an HQ, and meeting another guns hot prerequisite.
- If multiple Ghosthawks have been shot down in the same situation, any Sergeant and above may decide to return to the situation guns hot provided they notify a member of the opposing force.
- Exception: Recon Ghosthawks that are shot down do not contribute towards multiple Ghosthawks being shot down.
- This includes when the Ghosthawk is presented with a clear threat.
- If an APD Ghosthawk is stolen, the APD may use Any Means Necessary to recover it.
- The “guns hot” call must come from a Senior APD involved in the situation.
- Ghosthawks mirror the “guns hot” activity of other hawks.
- A Ghosthawk may be authorized "guns hot" within the federal event's anti-air circle after bomb blows at a federal event in cases where civilians are holding the area without the intent to leave.
- Exception: Ghosthawks are authorized "guns hot" after bomb blows on illegal vehicles (excluding the BlackWater ground vehicle) within the federal event's inner anti-air circle (this includes RnR armored vehicles).
- If an illegal vehicle is fired upon by the Ghosthawk and leaves the federal event's inner anti-air circle the Ghosthawk remains "guns hot" on the illegal vehicle.
- Exception: Ghosthawks are authorized "guns hot" after bomb blows on illegal vehicles (excluding the BlackWater ground vehicle) within the federal event's inner anti-air circle (this includes RnR armored vehicles).
- If a server restart occurs while the hawk is guns hot, it may return guns hot.
- The Armed Huron is treated as a Ghosthawk.
- If an officer fires any weapon out of the back "ramp" of the Armed Huron prior to being fired upon, that Armed Huron may not go "guns hot".
- Ghosthawks may only used in response to active heavy gang activity and pursuit of illegal/aerial vehicles.
- Corporal Orca
- Corporals can utilize Corporal Orcas for responding to Federal Events, Blue zones, and Banks.
- Hummingbird
- If giving chase to a vehicle piloted/driven by a suspect of a crime, or a vehicle which is carrying a suspect of a crime, the pilot/driver is to be notified by text message to land/park the vehicle.
- The Corporal or higher must be the one to give the directive to use the guns.
- Exception: A PO hummingbird only requires the directive of a Patrol Officer or higher to use the guns.
- The Corporal or higher must be the one to give the directive to use the guns.
- If an APD hummingbird enters an area of engagement and/or is in the area where an active gunfight between APD and civs is taking place, the hummingbird may fire upon engaged ground units without sending a text, upon the direction of a corporal or higher.
- Exception: A PO hummingbird only requires the directive of a Patrol Officer or higher.
- Hummingbirds may mirror the guns hot status of any active Ghosthawks. However, this does not apply vice-versa.
- The unarmed Huron and Hellcat are treated as a hummingbird.
- Patrol officers can utilize 1 PO hummingbird on the server at a time.
- Exception: Cannot raid redzones without probable cause.
- If giving chase to a vehicle piloted/driven by a suspect of a crime, or a vehicle which is carrying a suspect of a crime, the pilot/driver is to be notified by text message to land/park the vehicle.
Chapter XIX - Bait Cars
- Bait cars may only be used for patrol by SGT+
- Corporals or below may be authorized for patrol in bait cars, but may not check illegal areas.
- Bait cars may be left in illegal areas, but those areas may not be camped.
- A marked vehicle must accompany the bait car into the zone.
- Movement of the GPS tracker is probable cause to raid, regardless of time.
- Bait cars may only be given to civilians to facilitate APD operations.
- Sergeants and higher may utilize undercover Hatchbacks, SUVs, Vans, and Quillin for patrolling illegal areas.
Chapter XX - Training Facilities
- The training dome in Pyrgos is only to be used for training purposes Any officers found abusing the features of the training dome or interrupting an ongoing APD training are subject to discipline.
Chapter XXI - Communication Channels
- Teamspeak
- Officers must be in the appropriate channel of Olympus Teamspeak while on duty, in the city and server they are assigned to.
- The APD channels may only be used for APD operations
- Officers must use their Chain of Command name in Teamspeak
- Sergeant+ is exempt.
- Channels
- City channels are to be used by officers patrolling those areas
- Unit channels are led by Corporals+ to perform special patrols
- The federal event channels are only to be used during an event
- In-Game (Direct)
- Direct chat is the main form of in-game communication with the civilian population.
- Vehicle chat may be used to speak to other occupants of a vehicle.
- In-Game (Group)
- Officers are only to use Group chat to communicate with other groups, or request a higher up.
- In-Game (Side)
- Side chat is never to be used for voice communications.
Chapter XXII - Executive Decision
- At any point, the Chief of Police may supersede the APD handbook.
- A civilian in the situation must be notified.
